It's a matter of it being simpler to prosecute law abiding citizens who engage in "dangerous" speech than the rioting and disorder that follows "inflamed tensions." Danny Lockwood's The Islamic Republic of Dewsbury is an excellent guide to how this works in practise, documented over 30 years in a small UK town.
The imams and community leaders reach out to police agencies after each outbreak of disorder claiming they cannot control the youths in their communities, following some statement of offence or violent crime in which an altercation results in a mass brawl or murder which accompanies alleged challenging comments, and thus, the authorities dial back liberty another notch, pass more laws, and the cycle repeats.
Because human rights rules and European conventions ensure that local police cannot operate with the brutality of police in Islamic countries to restore order, and how do 30 officers combat their police station being surrounded by 3,000?
