The UN was formed after WWII by the victorious allies, chiefly the US, Russia, the UK, France and China. It provided a forum for those powers to divide up the world among them, and to create a framework to continue this governance after the colonial powers divested themselves of their colonies. From the start, then, there has been a division between the five "rulers" (who became veto-power, permanent members of the UNSC) and the other "mere countries".
Israel is, in this framework, a "mere country", to be managed as the Five see fit. The recent anti-Israel Security Council resolution, therefore, expressed the desires of those Five. It may have been New Zealand, Senegal, Venezuela and Malaysia who "co-sponsored" the resolution; and the Palestinian Arabs may have been the chief beneficiaries; but the resolution was actually a means for the US, UK, France, Russia and Red China to govern Israel.
Yes, the US can withhold funding from the UN for a while (some 22% of its budget); but that will only be for show.

1. Who was the first Israeli PM to call for a "two-state solution"?
ANS: It was Ehud Olmert, at the 2007 Annapolis Conference (where the Israeli delegates entered through the servants' entrance while the Arabs entered through the front door). He did this to appease US President George W. Bush, who was the first President to declare "Two-State" to be official US policy.
2. Who came up with the idea of a "settlement freeze"?
ANS: Israeli Prime Minister Binyamin Netanyahu, in November, 2009. He acted unilaterally, with no coaxing by any other party.
