Peace cannot be achieved by any of the means used in the past. There are only two ways to deal with Muslims -- defeat them and create a tough police state in which infractions of the law are dealt with immediately and severely, far more severely than the West can imagine -- or submit to them, pay them the dhimmi tax and hope they won't kill you. Israel should have learned this a long time ago. Negotiations and treaties are a waste of time.
