The French are trying to deal with violent and barbaric people in what they see as a civilized manner -- it doesn't work, and can't be made to work. Unless they approach this problem from an altogether different perspective, the barbarians will eventually control the country. The methods of controlling people have to be matched to the people being dealt with -- barbaric people require harsh treatment, since it's the only thing they understand.
All illegal immigrants should be deported, and without any sort of hearing -- entering the country illegally should deprive them of all possibility of gaining any status that would allow them to remain. Foreign nationals in the country legally, who show any sign of causing trouble, should also be summarily deported. Naturalized citizens who cause problems should be stripped of citizenship and deported. Police must be given a great deal more latitude in using force -- they should not be afraid to go anywhere, or confront anyone in the course of their duties. Punishment for criminal acts needs to be much more severe (not home arrest and fines), and the death penalty restored for violent crime. I doubt that the French would consider doing any of this (certainly not under the sort of government they have now), but if they don't, they will never get this problem under control.
